　スペイン北西部ガリシア州のサンティアゴ・デ・コンポステラで24日午後８時40分（日本時間25日午前３時40分）ごろ、マドリード発フェロル行きの高速鉄道が脱線し、多くの車両が横転して大破、一部で火災も発生しました。
　スペイン通信によると、80人が死亡、約140人が負傷と報じており、スペイン政府報道官はテロではなく事故との見方を示しています。

　破壊工作・テロではないということで、金融市場には混乱は見られません。昨日25日のユーロドルは上昇、スペイン株も午前は下落したものの午後には上昇しています。

　脱線事故はサンティアゴ・デ・コンポステラ駅の約４キロ手前で発生。
　スペインメディアは、スペインの列車事故としては過去40年で最悪の惨事と報道。　複数の同国メディアは25日、捜査関係者の話として、運転士の１人が、制限速度（80キロ）の２倍以上の時速約190キロで走行していたことを認めたと伝えており、事故はスピードの出し過ぎが原因との見方が強まっています。

　今回の事故を受けて、スペインのラホイ首相が２５日午前中に現地に入り、緊急対応に当たっています。
またフアン・カルロス国王も喪に服すため、当面の間、あらゆる公務を中止することを決めるなど、地元で衝撃が広がっています。
　事故について司法当局と鉄道当局が並行して捜査を進めているそうですが、原因の徹底究明と再発防止策が求められます。

スペイン鉄道事故、原因は速度超過か―死者は80人に

【マドリード】スペイン北西部ガリシア州サンティアゴ・デ・コンポステーラで24日起きた鉄道脱線事故で、事故調査団は急カーブでスピードを出し過ぎていたのが原因との見方を強めている。政府当局者が25日明らかにした。この事故で少なくとも80人が死亡、140人が負傷し、スペインでは1940年代以降で最悪の列車事故となった。

　列車は218人の乗客を乗せ、サンティアゴ・デ・コンポステーラ駅まで3，4キロの地点で脱線し大破した。一部の車両は転覆し、盛り土の上に放り出され、少なくともエンジン一基が火災を起こした。現場に設置された監視ビデオカメラでは、列車はカーブを曲がるところで脱線し、線路脇の壁に衝突し、煙と塵に包まれた。

　鉄道事故に詳しい鉄道運行コンサルタントの米テネシー州のジム・C・スコット氏は、「事故原因は単純な速度超過だ」とし、「ビデオを見ると信じられない速さだった」と話す。同氏は、速度が超過した場合、運転士がブレーキを掛けなくても警報を鳴らし自動的に停止させる速度制御装置がなぜ作動しなかったのかと、疑問を呈した。

　一方、米オハイオ州に住む鉄道技師のオーガスティン・F・ウバルディ氏は、事故原因を直ちに特定することに慎重な姿勢を示す。同氏は「ビデオでは、車両の一つが直進しようとして線路に乗り上げようとしたように見える」と指摘、超過速度が原因と考えられるが、線路が損傷していた可能性もあると述べた。スペイン政府当局者は、「破壊行為があった形跡はまったくない」とし、調査団は事故との想定の下に調査を進めていると語った。

　事故を起こしたのは、スペイン国鉄が運行しているマドリードからガリシア州に向かう高速鉄道「アルビア」で、運転士（52）は運転士歴が数十年仁及ぶベテランで、この路線の運行に十分な経験を持っていた。スペインのメディアによると、運転士は入院しており、今後事情聴取を受けることになっている。

　25日はガリシア地方のキリスト教の祝日「使徒の日」に当たり、さまざまな祭りや行事が予定されていたが、中止された。サンティアゴ・デ・コンポステーラ生まれのラホイ首相は同日、事故現場を視察し、地元の病院に収容された負傷者を見舞い、3日間国を挙げて喪に服することを明らかにした。

　スペインの列車事故では、1944年にレオン州で列車が衝突し数百人が死亡した事故が最悪とされているが、当時独裁者だったフランコ総統が正確な死者数を公にしなかった。

THE WALL STREET JOURNAL (MADRID) - Investigators are looking at excess speed on a tight curve as a possible cause of Wednesday's train derailment that killed at least 80 people and injured 140 in Spain's worst train wreck since the 1940s, government officials said.

The train carrying 218 passengers crashed and broke up a few miles from the station in the northwestern city of Santiago de Compostela, with some cars overturning and one being tossed up on a 15-foot embankment. At least one engine caught fire.

The motorman was described in Spanish media as a 52-year-old man who had driven trains for state train company Renfe for decades and had ample experience on the route. He was hospitalized and awaiting questioning by an investigative judge seeking to determine the cause of the crash, the reports said.

A security camera captured the doomed train's last moments, as it came winding around the curve and then skidded into a wall in a cloud of smoke and dust.

"It was speed, pure and simple," said Jim C. Scott, a Kingsport, Tenn., based railroad-operations consultant who has a 40-year career in railroading and who frequently serves as an expert legal witness in accident cases. "I couldn't believe when that train showed up in the video, how fast it was going." He questioned why the locomotive wasn't halted by a train-control system, which sounds an alarm when the locomotive is speeding and then automatically stops it, if the driver doesn't brake.

But another analyst, Augustine F. Ubaldi, a railway-engineering expert at Robson Forensic in Dublin, Ohio, was more reluctant to immediately assign a cause for the disaster. He noted the odd movement of the cars behind the locomotive in the video.

"It looks like one of those cars decides it wants to go straight and starts mounting the rail," he said. Excessive speed is one conceivable cause, he noted, but so is a broken rail or other possibilities. He said definitive answers would be provided only by analyzing the "black box" that recorded the train's vital operating information at the time of the disaster.

Samuel Juárez, the central government's representative in the region of Galicia, said there were no indications of foul play and that investigators were working from the hypothesis that the cause was accidental.

The train derailed on a line operated by Renfe that had been inaugurated about two years earlier to connect the region to Madrid. The train was of a type that uses conventional track on some parts of the route and high-speed track on others.

"I heard what sounded like a bomb, and then there was a big dust cloud," one witness to the crash told Spanish television.

The U.S. State Department said one U.S. citizen has died in the wreck and five others were injured. In all, 94 people remain hospitalized, with more than 30 in critical condition.

The crash came on the eve of the famed religious festival held annually at Santiago de Compostela, where tradition has it that St. James, one of Jesus' apostles, is buried. Local authorities said festival ceremonies planned for Thursday were canceled.

Prime Minister Mariano Rajoy, who was born in Santiago de Compostela, toured the scene on Thursday and then visited injured passengers at a local hospital. Mr. Rajoy called it "the saddest Apostle's Day of my life" and declared three days of national mourning.

The preliminary death toll surpassed that of a 1972 accident on a train connecting the cities of Cádiz and Seville that claimed 77 lives. The only more deadly train accident in Spain was a three-train collision in Leon province that claimed hundreds of lives in 1944. Researchers said the exact death toll in the Torre del Bierzo crash was hidden by the dictatorship of Gen. Francisco Franco, who ruled at the time.
